A university has, first, to produce individuals who, with a sufficient capacity, fill the many needs of modern society and of which only an extremely small fraction will or even want to be "independent scholars or researchers," to use Berelson's phrase.
Secondly, it should provide them with a modicum of "cultivation." Otherwise, Ph.D.'s are little more than glorified auto mechanics, commanding skill in somewhat more complex techniques and machines, but possessing, as it was sometimes formulated, only know-how,
i.e., ability to apply routines, but not know-why, insight into the meaning of what they are doing. Thirdly, the university should adequately provide for the small number of gifted individuals who will eventually become original leaders in their respective fields. (p. 153)
